Refactor AccountController and ManageController - using generic types which will be setup from Startup class

Update localization from zh-CN to zh. Add zh localization to STS project. Resources comes from #132.

Update to .NET Core 2.2, update logging - reading configuration from appsetting.json and writing into file and mssql database.

Change theme of IdentityServer4 instance. Add bootstrap4 and theme same like in AdminUI. Remove direct client librabry from wwwroot.

Rewrite business logic - rename AspNetIdentity project to Identity for simplicity. Rewrite the EntityFramework layer into two projects - Identity and IS4.

Add Shared project for common DTOs, helpers etc., Add project for DbContexts - this project contains one predefined DbContext with Asp.Net Identity and IS4 - for whole administration.
